BESS/BCSS Clean Up & Consolidation Project

COBOL II to COBOL Variant

History: The Oregon's Public Employees Retirement System (OPERS) serves approximately 300,000 employee members, inactive members and retirees from more than 850 public employers. OPERS required a major maintenance action of the OPERS Benefit Estimation Subsystem (BESS) and Benefit Calculation Subsystem (BCSS) to address changes in Oregon State retirement regulations.

Challenge: The OPERS maintenance action required modifications to both BESS and BCSS, comprising over 250,000 lines of COBOL II code. The complexity, redundancy and obsolete functionality within these subsystems prompted the State of Oregon to re-factor and consolidate the two subsystems before commencing further maintenance actions. The re-factoring and consolidation resulted in reduced complexity and standardized data names. Once consolidated, the combined system required documentation to extract data and object models. This documentation allowed OPERS to conform the consolidated system toward new retirement regulations and future system modernization.

Result: TSRI four distinct services to assist OPERS in their BESS and BCSS maintenance action. First TSRI used its JANUS™ technology for fully automated re-factoring to reduce redundant code and eliminate dead code. TSRI then utilized its JANUS™ tool set in a semi-automated mode to standardize data names and provide additional changes for a seamless merge into a single system with full functional equivalency. TSRI provided test support to achieve OPERS verification requirements. Finally, TSRI automatically generated "As-Is" documentation for the new consolidated version of these subsystems.
